The El Paso Reading Council, Inc. has a goal of a campus or building representative or council contact at each campus in the membership recruiting area of El Paso , Hudspeth, and Culberson Counties of Texas . Each school district in these counties has a membership coordinator that serves as a member of the council's Membership Committee.
